Strata Company Software for Western Australia

Western Australia reformed its strata law in 2020 and asked more of every strata company: 10-year plans and reserve funds for larger schemes, clearer duties for the council of owners and strata managers, and electronic meetings. TowerDesk speaks that language.

What changed in 2020, and what software must do about it

  • Schemes of 10 or more lots must keep a 10-year maintenance plan and a reserve fund.
  • The council of owners has clearer duties and record obligations; strata managers must be registered contracts with statutory duties.
  • Electronic meetings and voting are permitted, and by-laws are split into governance and conduct by-laws.
  • Disputes go to the State Administrative Tribunal, where the record decides.

WA terminology, built in

In Western Australia the owners collectively are the strata company, run between general meetings by the council of owners, under the Strata Titles Act 1985 and the regulations that took effect on 1 May 2020. Funds are the administrative fund and the reserve fund; plans are registered with Landgate; by-laws are governance or conduct by-laws. TowerDesk's WA configuration uses those terms throughout the portal, the notices and the reports.

10-year plan and reserve fund

The maintenance plan held against the asset register with forecast against actual, and the reserve fund contributions it drives, for the schemes the Act requires it of and for smaller schemes that choose to.

Council and general meetings

Notices, motions, electronic attendance and voting, proxies, minutes and the resolutions register — ordinary, special, unanimous and resolutions without dissent.

Governance and conduct by-laws

The registered by-laws, the breach process, and approvals for works within a lot that affect common property.

Maintenance and contractors

Work orders, preventive schedules, contractor insurances and the compliance calendar for pools, lifts, fire systems and anchors.

Owner and resident communication

Notices with read receipts, emergency broadcasts, translations and a portal each owner and resident logs into on the building's own address.

Contributions (optional)

Levies by unit entitlement, receipting, arrears and fund balances in the financial management add-on, or left with your strata manager's accounting system.

Perth towers, coastal schemes and everything between

  1. Councils of owners

Volunteers who want approvals, meetings and communication recorded properly, with the strata manager's trust accounting left where it is.

  2. Building managers

On-site staff in Perth, Fremantle and Scarborough towers running maintenance, contractors, parcels, bookings and the front desk — see building management software.

  3. Strata managers

Firms that want each scheme on its own portal with residents self-serving, alongside or instead of a traditional accounting-first system — see the buyer's guide.

  4. Self-managed schemes

Smaller schemes running without a manager who still owe the Act a plan, a fund and a record — see self-managed strata software.

SAT-ready: when a dispute reaches the State Administrative Tribunal the questions are procedural — notice, resolution, record. TowerDesk keeps all three dated and retrievable.

Pricing

$59 per building per month plus $3.40 down to $1.70 per lot per month by band, ex GST, billed annually, with every governance, maintenance and communication module included. Financial management is the one add-on at $5 per lot per month. See the calculator.

Frequently asked questions

What is a strata company in Western Australia?

The body made up of all lot owners in a WA strata scheme — the equivalent of an owners corporation in NSW or Victoria or a body corporate in Queensland. It is governed by the Strata Titles Act 1985 and run between general meetings by the council of owners.

Which WA schemes must have a 10-year plan and reserve fund?

Under the 2020 reforms, schemes with 10 or more lots must keep a 10-year maintenance plan and a reserve fund to pay for it. Smaller schemes may adopt one voluntarily. TowerDesk holds the plan against the asset register and records spend against it.

Can WA strata companies meet and vote electronically?

Yes. The reformed Act allows general meetings to be held and votes cast electronically, provided the notice sets out how. TowerDesk includes meetings, voting and proxies in every building's portal.

Does TowerDesk use WA terminology?

Yes. The WA configuration uses strata company, council of owners, reserve fund, governance and conduct by-laws and the other Strata Titles Act terms throughout the portal, notices and reports.

Is TowerDesk available in Perth?

TowerDesk is a cloud platform hosted in Australia and used from anywhere in the country. Demos are run online on your own scheme.
